Second Passport

The issuance of a second passport is not automatic and should be considered an exception to the regulations.  An application is approved on an individual basis and only when justified.  A second passport may be issued if:

  • A passport is needed both for confirmed travel and submission for foreign visa applications simultaneously;
  • The applicant has confirmed travel plans to a foreign country which will deny a visa or entry to the bearer of a passport containing markings or visas showing travel to certain other countries.

If you wish to apply for  a second four years validity U.S. passport, you should:

  • Make an ACS appointment;
  • Complete DS-82 form online and bring it for the interview;
  • Complete an affidavit (PDF 53 KB) attesting to the use of the second passport and bring it for the interview;
  • Bring your current U.S. Passport (original and a copy of front page);
  • Bring one passport photo;
  • Pay the appropriate passport services fee.

The Department of State may authorize on a case by case basis issuance of a full validity passport  in addition to a passport which has less than four years validity to U.S. Citizen residing or traveling in Russia if :

  • A ten years current U.S. passport has less than four years validity;
  • Applicant has a valid Russian visa;
  • One of three last pages (endorsement pages)  located at the end of the passport does not have any visas or stamps.

If you wish to apply for additional full validity U.S. passport, you should:
